Legal Question in Family Law in Washington

My wife and I are trying to adopt. It is an international adoption. It is the half sister of my wife's daughter. My wife is a chinese national with a green card and lives with me and her (now our ) daughter. We have contacted China and the CCAA there and told it would be possible to do. So got the home study done here and the I800a done with approval. Now every one is stuck now the next step that needs to be done. China wants a paper with the girl's name on it. The USA I-800 wants a report as stated in the Hague convention. No adoption angency will help since the girl lives with her grandmother and not in a orphange. Her parents in china have agreed to the adoption and will go to court to allow it. But all goverments are waiting for papers from another. Looking for a anwer on what to do next. Even if it is pay a lawyer for more help. This I have asked over 10 in my area but no one is interested. I would like to get the two sisters back together and wife helped raise her for four years. Help please
