Withholding a child from the father

My son and daughter in law are in the beginning stages of a divorce. No paperwork has been filed, so they are still legally married. They are not living together. They have a 2 year old daughter and the mother is not allowing the father to have the child. Does my son have any legal recourse?

Both parents have full authority relating to the child until a parenting plan defines details. The least complicated and least disruptive way to get parenting established is to file a petition for divorce and a motion for temporary orders.
