worried for step-son

is it legal for mother to move out of state leaving child with his greatgrandparents when father lives in the same state as child and is unable to contact mother?

Maybe. Does he have a parenting plan or residential schedule? What does it say? Is he on the birth certificate (or signed the affidavit of paternity). If he is on the birth certificate he has (unless there is a court order to the contrary) equal parental authority with the mother. If the father doesn't have a parenting plan or residential schedule, he should get one (file a petition in Superior Court).
