Auto Accident Rights
A person, while working in my neighbors yard, damaged my car. He is withholding payment for the damages until I get it fixed and show him a reciept to be sure that is what he is paying for? Does he have the right to do that?

No. Ask him who is his insurance carrier. Call YOUR insuance carrier and tell them. get out of the way.
