broken engagement promise
is there a law that can be used to sue an ex over a broken engagement NOT relating to the ring NOR to alienation of affection as a result of cheating - something along the lines of broken intent or violation of a verbal agreement

Lawsuits for alienation of affections went out with hoopskirts, and no matter whether you called it something else, maybe breach of contract, you still have no chance of being successful.
The courts cannot remedy everything; this is a good example of the sort of issue the court cannot effectively deal with.

I'm sorry to hear about your ex. Legally speaking, the basic problem here, even if you have breach of contract, is what are the damages? Especially if you leave out the engagement ring, what legally compensable injury (sadly, injured pride and/or a broken heart don't cut it) did you suffer?
You may be forced to make him pay the old fashioned way--by having a perfectly happy life without him
