Legal Question in Civil Litigation in Washington

Child sexual abuse questions.

I was sexually abused as a child over a long period of time. The person who did it was a minor himself (approx 9 years older than me), and admitted to it to the juvenile courts. To the best of my knowledge, all he had to do was some therapy and was ordered to stay away from young children (?) - and never had to register as a sex offender.

I am now 22 and am suffering the effects of this in a big way (complex PTSD, social issues, other anxieties, etc). He lives near me and I have run into him a few times, and also discovered that an acquaintance of mine is his best friend. I no longer am in contact with this acquaintance, partially because of that. I am angry that he had very few legal consequences, and am concerned for other children, as he never had to register.

Is there anything that can be done at this point? I have read the statutes of limitation for WA, and based on that information it doesn't seem very likely, as I am over three years past 18. Still, I was hoping there was something else that I just didn't know about ...

Anything?
