How do I file a civial action in washington state to get property back

That is called an action for replevin. You write a summons and complaint, a motion for and declaration in support of an order to show cause, and the order to show cause, and the note for motion docket (according to your local rules) requiring the other party to show up and 'splain why the relief you are requesting should not be granted.

Replevin can occur on a shortened time schedule, and you may be required to post a bond.
