Legal Question in Civil Litigation in Washington

contract violation

for $5000.00 i prepared a contract with a new neighbor that he could tap into the valvue sewage, as it ended on my property. when it was first brought through to the main street i was the last property owner that would pay to connect. the agreement stated that he may not allow any other person or property owner to tap into his or mine without my written permission. His neighbor called me a few weeks later and asked if he could have the same deal, i stated yes, i would draw up the papers and he meet me with the money, he did not, told the original contract property owner that he spoke with me and i said it was okay and he would lay the piping for both houses. I need some type of letter for both of these people to cease and desist from receiving sewage from tapping into mine, after the contract violation.
