Legal Question in Civil Litigation in Washington

filing a civil lawsuit

i loaned some money to a boyfriend beginning in may of 2008. we have since broken up and he has made no attempt to pay me back despite attempts by myself to collect the funds. is there a statute of limitations for filing a lawsuit? how do i undertake filing one? do i need an attorney to represent me? thank you for your time and consideration.
