I am owed money
There was no contract signed. However, the other person stated in an email that he would pay me back. In addition, I cannot contact him. He gave me two invalid credit cards tha he said I could get the money from and both card did not work. In addition I can not find any information regarding a non profit organization that he says he is president of in Los Angeles, CA. I believe this person to be a fraud and would like to know what my options are regarding getting my funds paid back. The people also working at the non profil organization are illegal aliens. I am in WA and the other person is in CA. We met over the internet.

You don't say what the subject matter of the contract was. Services? Goods?
You should consider telling the Attorney General here in WA what happened and what you know about the other party. The AG isnt going to be interested in your conclusions nearly as much as the facts you present. It could be that the AG has heard from other people who have been scammed by the same person or group. I can't tell.
You can sue the other person to get your money back, but chances are you would need to hire counsel in CA to help you.
