my daughter owes her aunt 100.00,now the aunt won't give her ,her clothes or paperwork..is that legal?

No it is not legal to withhold property based on non payment of a debt.
The property isn't collateral for the debt.
Your daughter can file a replevin action to recover her personal property, and the aunt can file a suit for breach of contract for your daughter's failure to repay the loan.
Or, they can NOT spend a fortune on attorney fees and instead the aunt can return the property and the daughter can repay the loan.
