Punitive Damages

My family has been harassed for 3-1/2 years. My neighbors have spit on my kids, shot at my husband, stalked my daughters, filed false police reports on us and now have filed a frivolous law suit on us. We have had restraining orders in effect for 3 years. What kind of attorney do I get to file punitive damages on them to make them stop? Also, I have been unsuccessful in getting law enforcement to enforce the restraining orders. Do I have a case against them for not enforcing the laws? and what kind of attorney would I have to hire to resolve these issues?
