I have a sibling that is sending threatening E-mails and texts - can I file for a restraining order?
Siblings live in Washington State.

Unless the threat is a legally acceptable threat, yes. A legally acceptable threat is for example, I am going to contest the will, I am going to sue you over that (whatever it may be), etc.
