How to sue an individual for nonpayment of a $17k loan

I have a signed loan agreement for $17k from a man I was involved with. He made 2 payments of $300 total, however, as of Oct 2005 he stopped making any type of payments. I do not know how to go about how to sue him or even if it--name removed--worth suing him. I talked to one lawyer last year who believed it would be very difficult to get any money from this man, even with a judgement against him. Is this true, even though I have a signed contract? Also, how do I go about finding the right person to take care of this matter?

Any help will be greatly appreciated.
