I don't think you can find a really 'fast' way, I'm afraid. The processing times cannot really be expedited. The options before you are a K3 visa or an immigrant petition for an alien relative. My suggestion would be to file for an immigrant petition. The processing time is somewhere between 9-12 months. The alternative could be to apply for a visitor's visa and adjust her status when she arrives in US. However, I am not sure how successful her visitor's visa application will be if it is known that her US citizen husband is here. If you would like further advice, please do not hestitate to contact my office. Best of luck.
Re: bringing my phillippines wife to US?
I recommend that you file a marriage petition for her in the US. She will be able to enter the US with her immigrant visa (green card). She cannot enter as a visitor or apply for a visitor visa and come here to get her green card. If she did that, she would risk USCIS finding that she committed fraud when she entered with the visitor visa.
I recommend that you consult with an attorney to file the application with USCIS and the Department of State (which will issue your wife her green card).
Feel free to contact my office directly to discuss in more detail.

The best way would be for you to submit the petition for alien relative, and once that is filed, you can file for a K3 visa for her to be able to come to the USA earlier while the process is still pending and be able to complete it here. If you have any questions or need any assistance with this process, please contact me.
