my dad is collecting a dshs supplement and he petition my brother and its granted nvc requires him to submit the I-864 AOS

how do you fill-up the finacial evidence part, he never work since he arrives last 2003 his 70 yrs old.

If he does not make enough, you need a joint sponsor.

Whoever your father is petitioning for must show that their household makes 125% above the poverty guidelines. Those guidelines are available at the USCIS website. As the attorney stated above, if neither your brother nor your father has sufficient income your brother will not be able to adjust status and get his green card. You can however, get someone outside of the household to file as a joint sponsor and they will have to file their own I-864.

I agree with the above answers. I will add that the co-sponsor should be a lawful permanent resident or U.S. Citizen.
