If you lived here for over 15 yrs as an illegal immgrant in America, do you have a chance of becoming a citizen in America? If so, what are the steps that a person need to take. if not, is there no way?

Unfortunately there is no basis for becoming a US citizen merely for being here a long time. However, if you have relations that are US citizens, marry a US citizen spouse or are a highly skilled worker you can apply to get status and possibly seek a waiver on your illegal status.
