Legal Question in Immigration Law in Washington

Legal Translation

I have already provided all the documents to the local INS, yet, they are asking for another birth certificate which I had translated from french to english myself, with a bank notorization on it when depositing it the first time.

What would is the legal way and valid transaltion without going through a professional/licensed translator? I have heard that we can do it ourselves, as long as another french speaker can sign the translation.

The INS will accept a translation from a person who certifies that they write and speak both English and the other language and that the document was translated to the best of their ability. The petitioner or applicant cannot do their own translations. Glen
