Relating to Visa

One of my friend wants to marry an english american lady in US as they are in love and in touch on internet.

(1)Where should this boy get marry in his home country or US?

(2)What is the procedure to apply for visa process on the basis of marriage to a US citizen?

(3) How much time this process takes approximately?

RESPONSE: There are several ways in which this procedure can be undertaken. Since they are not yet married then he may be able to petition for a fiance (K-1) visa. On the other hand, he could go over to marry her and then he could come back to the U.S. and file a Petition for an Alien Relative (I-130) and also petition for a K-3 nonimmigrant visa to bring her to the U.S. quickly while the I-130 is pending. Finally, if he wants, he could just wait for the I-130 to be approved and have the visa sent to the foreign country where she could process the green card and enter the U.S. on same (this may take a while however). There are some U.S. Consulate Offices that will permit individuals to file for the green card at the Consulate office abroad. We will have to check to see if this case affords the opportunity to use that procedure.
