Are tax returns required to legalize?
We are in the process of having my husband legally in the U.S. Based on his illegal status he has not ever filed a tax return, because he has no SSN. Is he required to file tax returns before he can legalize? If so for how many years back?

You may go ahead and file for him as long as you have filed a tax return for yourself and make the required income.
