Depends on what the money's for, and whether she's a minor or not. Presuming she's NOT a minor, damage to the vehicle, whether it's "totalled" or repaired, the money for it goes to the registered owners. The daughter might have claims against dad's policey under any medical payments or PIP provisions. Usually, those payments are sent directly to the provider. This coverage is not mandatory in WA, it is in Oregon. Likewise, if there are no-fault lost income provisions, if she has such a claim under the dad's policy, it might be payable to her.
If your daughter was hurt, she has a personal injury claim against whomever was negligent in causing the crash, or against the dad's uninsured motorist, if the party at fault was uninsured. If she was injured, I strongly suggest consulting with a local personal injury lawyer who can ask more detailed questions and thereby better advise you and your daughter. If she's a minor, she'll need court approval of any personal injury settlement.
Best of luck to you,
