When are photos on the web considered fair use?

Part of my job is to search the internet for photographs to illustrate news stories for an on-line, non-profit magazine. I would like to know more about my rights to use photos that I find. In particular, what is the meaning of ''fair use''?

Fair use has less to do with the source (web) than the purpose (news reporting). Use of a copyrighted work for news reporting is generally considered fair use.
