Is it lawful for an Employer to decrease the wages of an employee that is in the same position as before the wages decreased?

Yes, unless the employer is violating a contract in doing so. Sometimes it's done as a demotion; sometimes it's done because the employer is having financial difficulties; and sometimes it's a message that the employer would prefer the employee to find another job.

Merry Kogut's answer is correct. I would like to add one additional point which might be helpful to you.

Although it is legal for the employer to cut the pay rate, if the reduction is 25% or more, and if you decide to quit and seek work elsewhere, you will be entitled to collect unemployment compensation while you look.
