employer last minute hours decrease

my 17 yr old works at at round table pizza part time. if her shift is 4-9 they will routinely tell her to just go home after only 2 hrs. yesterday she drove into the parking lot for her 4pm start time, they called her cell and told her not to come till 4:45. so she sat in the car. they called at 3 minutes to 4. is this legal?

Yes, it is legal. Is it good management? Maybe not. Is it inconsiderate? Maybe so. But, unless there is a union contract or a company policy to the contrary, it is legal.
