employer overpayment
Company A has a bookkeeper that has made a large payroll error.
Employee habdbook says it provides 50%cost of health insurance.
Bookkeeper failed to charge one employee (happens to be her step-father) for his half of premiums for 12 months.
Does employer have any recourse to recoup those payments not charged to the employee?

Yes. Yes - in a sense, you overpaid the employee for 12 months. Sit down with him and work out a repayment schedule, perhaps by withholding "X" amount from his paychecks until it is paid off.
Meanwhile, are you sure that the bookkeeper and her stepfather didn't do this on purpose? If there's evidence they did, fire them both and file criminal charges against them.
