after being verbally ''reprimanded'' for working too many hours - I manage an apartment building - and always answering my phone and door after hours to my residents my immediate boss told me to turn my office phone off after 6pm. shortly after that he, without my permission, gave my personal phone number out to other managers without asking me then reprimanded me, again verbally for not responding to them after hours. is this legal?

Well, it's certainly very confused. It's hard to tell what is really going on here, but I see a couple of problems.
First, if you work more than 40 hours per week, he probably should be paying you overtime. Depending on the specifics of your job description, you might be exempt (and then he would not have to pay overtime) but you are probably not. This is probably why he does not want word out that you have office hours after 6:00. However, if he does expect you to work after 6:00, and you are working a total of more than 40 hours per week, you may be entitled to additional pay.
Secondly, releasing your private contact information when you had not authorized him to do so is an invasion of privacy.
