Flexible work schedule in lieu of holiday
I work in WA state in a job that I work a 4 day 10 hr work week. I am off every Monday. My question is, what happens when a holiday falls on my normal day off? Should I be getting the following day off, or do I still work the normal schedule I work?

Generally, it'll depend on your employer's policy. Also, the holiday is only 8 hours, not 10, and the employer may take that into consideration.

Merry Kogut is correct. I would only add that there is no legal requirement for the employer to give you a "substitute holiday". The employer is required to pay you overtime if you work more than 40 hours in a week, and they must be consistent in whatever policy they adopt. (Otherwise, they may open themselves to a discrimination claim if the policy is applied unevenly to a member of a protected group.)
So, it really just depends on what your employer has been doing for others in the same situation.
