A friend had her cell phone tapped by some coworkers. She was bullied and harassed by these people with the info they overheard. She was eventually coerced into resigning. This happened in a school district administrative office. What legal avenues does she have?

It is very much impossible to tell without knowing all the facts. A wrongful termination ("constructive discharge") is a basic avenue, but the basis for the harassment may create other potential liabilities for the employer, as may the particular policies of the school district.
