Legal Question in Employment Law in Washington

Local Applicants only

Browsing employment ads in Washington State, I have noticed that some employers will consider only local applicants, with statements such as:

Local applicants only!

Only local applicants need to apply!

Is this legal? If an applicant is qualified but not considered because she/he is from out of state, does that not constitute discrimination?

I'm not sure that just using the phrase "local applicants only" is discrimination -- To me it means that the company is not willing to pay to move someone across country.
