Text messaging in a closed personnel hearing
Is it legal for someone in a ''closed'' personnel hearing to text message witnesses not in that room?

I'm not sure whether it's "legal" or "illegal" but it certainly sounds improper to me. This should have been brought to the attention of the officer conducting the hearing.
Be sure that you can prove this.
