Apartment laws regarding carpet replacement

How long does Washington State law state that apartment landlords need to replace carpet?

There is no such law. Landlords could, theoretically, never replace the carpet. What forces replacement is when the landlord understands that no new tenant will agree to move in because the carpet has gotten so shabby.

Carpets are fixtures. As such they depreciate over time and are de-valued simply by the operation of time. After 12 years, they have completely amortized out. After 12 years, the carpet has no value whatsoever.
