Billing 6 1/2 months after moveout
Can a landlord from an apartment re-bill you 6 1/2 months after you move out of the apartment if they've already taken 2/3 of your deposite for payment within 14 days of moving out?

They are not limited to just taking your deposit. Go read RCW 59.18.280, all the way through.
If they think they need more money, they have to tell you within 14 days of when you move out. They can't re-adjust their decision without asking a judge to order you to pay more money.
