I need to write a demand letter to get my belongings back before I go to small claims court.

Were you locked out without the landlord going to court and getting a writ to evict you?
The laws regarding residential tenancies are on line with a link at the legislature's home page.
Your demand letter should lay out the facts as to why you do not have your belongings, and give the landlord three (3) business days to make arrangements to return your belongings. In the event that the landlord fails to do this your action is for replevin.
