Can a landlord hold the leasee's possesions for collateral?

Distress for rent (holding possessions as collateral) was abolished by the legislature in 1973. It is expressly prohibited by the Residential Landlord Tenant Act.

There is a limited exception in Mobile Home tenancies, post-eviction, as to the mobile home, but that's a different story.
