when i viewed my home in 10/06
there was obvious construction we found out on 10/10/06 that we had been approved to rent and our move in date was scheduled for 10/28/06 and we were going through a rental company and they promised the work would be done when we started moving in it was obvious nothing had been done since we first viewed the home the company who rented to us is telling us theres nothing they can do since the owner of the home lives in thailand i have holes in my deck dirt sliding down the hills and an exposed pipes in 12/06 when i came home there were eight pallets atleast 4 feet high of cinder blocks left in our front yard and once again i called the property management group and the secretary just told it was being dropped off to fix the back yet absolutely no one has come to fix anything... please any advice would be greatly appreciated

You need to write to the rental company. Not because you want to but because you need a paper trail that shows (to a judge) what happened here.
You need to give a detailed chronology of what happened when and demand that they commence repairs immediately.
If they don't commence repairs within 10 days, you are entitled to move out and then you will owe them no more rent.
But don't just quit paying rent. That will create huge problems for you.
Document your issues in writing. The property management co. is the agent for the out of state owner, it is their job to deal with the problems.
You can cc a copy to the attorney general as well.
This is the place to start. Whether you choose to stay in a place where the owner has so little regard for his tenants then becomes your choice.
Why would you pay someone to treat you like this? Just give them notice and demand they commence the repairs BEFORE doing anything drastic.
