is a landlord legally able to withhold money from an employees check? I have an email confirmation that they wouldn't take any money out but they took $760.00 and it's causing me a huge hardship as they know i'm moving out of state this week, how can i get it back?

If you are an employee of the landlord and your residence is contingent on your job you are not covered by the residential landlord tenant act.
That said, I don't do employment law but I promise you that withholding money you have earned from your paycheck is an absolute no-go.
If you start at access dot wa dot gov you will get to Employment Security. I believe you can file a complaint on line. As with all official communications, you can call but follow up your calls with a letter.
