Is It Legal?
I recently moved from one house to another both owned by the same company. There was a delenqent water bill at the old address when I moved in. The owner payed the water bill for the old address and took my rent money for the new address as a reimburesment for the water bill that the owner payed and now says I didnt pay my rent. Is that legal?

You are asking the wrong question. The answer is that if the landlord tells you there is a delinquent account, and applies money to pay the bill and you owe rent as a result, now you owe rent.
You have no time to quibble about the legal niceties. Pay the rent he says is due, and go do the research on the water bill later.
Likely if you are correct you can prove it. But you do not have time if you have been given a 3-day notice. You need to respond immedicately by paying whatever he says is due. It is practically impossible to get a utility company to cough up billing statements on short notice.
