I live in A Senior substadized Apt. Although its not in my lease can the Management make residents meetings Mandatory and fine you if you don't attend?

Check the rules and regs. If somebody is threatening to fine you, ask (in writing) for an informal hearing and make them tell you under what authority they are proposing to fine you.
