If a fourplex has only one water meter

and landlord pays water,is he not responsible for garbage too?I heard this is a law in washington state

Not true. WA law on tenancies does not address responsibility for utilities, it says the parties can reach private agreements.

WA law also says individuals cannot re-sell utilities, and yet it is done all the time.

example: landlord has one electricity meter, sends tenants separate bills for utilities.

Go figure. But no, I do not believe that there is any law here that requires the landlord to pay for garbage if he's paying for water. He doesn't have to pay for garbage service at all should he choose not to. The tenant as resident is responsible for complying with state and local laws re health and sanitation.
