Legal Question in Landlord & Tenant Law in Washington

My sister inlaw lives in a condo. I received a citation from her homeowners association for parking in the Visitors section of he condos parking lot. The citation sticker vandalized my car window and caused about 500.00$ in damage because the sticker peeled of the factory tint. When I explained I wasn't a homeowner only a visitor I was told that a visitor could only visit 4 times a week. As a visitor I am unaware of these rules. My sister was sick so i was coming everyday to her apartment, but i never stayed the night. Could I file a complaint in court to get my window fixed? Or could I call the police and report vandalism to my car?
