Legal Question in Personal Injury in Washington

I have been in a injury lawsuit for 2 years, i want to settle with the insurance company but the landlord refuses to sign off on the agreement to keep me from collecting is there a law that can force then to sign the agreement or can they continue to refuse for as long as they want proventing me from ever collection
