Legal Question in Personal Injury in Washington

Is this invasion of privacy?

Personal medical information is spread around without any consent ever being signed. One person found out from doctor (without a consent) who intentionally spread it to others who spread it to more and more people until supposed ''protected'' health info was all over even to people who weren't known. The information being shared wasn't even completely accurate and caused a loss of all friends, residence, etc. Person doesn't even want to go back to places because feels awkward. The situation has caused a great deal of pain, etc. Can someone be sued? The doctors who shared the info in the first place, the person/people spreading it around, or someone? Is this invasion of privacy or something else? Thanks.
