What are my rights as a hit & run, vehicular assault victim against a colville t

The person that hit my son is a tribal member and is 15 years old. My son 18, and a student and work part-time for two years. He was seriously injured, several fractures in all parts of his body, he is lucky to be alive. He has been effective emotionlly and physically.
