wrongful arrests
I have been arrested wrongfully three times and cases dismissed and one not guilty verdict. I have had several run ins with one officer who seems to be trying to find something on me. The last time he pulled me over he searched my cell phone contacts. I have several incidences that has cost me time and money, is there something I can do for this lost time money and now financial hardships due to these arrests? Thank you

The officer had no right to search your cell phone contacts without either your permission or a warrant.
There are attorneys who sue police departments. I suggest that you go to WSTLA.org, find the attorney directory, and look for attorneys who handle civil rights cases.
