trying to change contract we signed

can a mortgage company decide to change and write a new forebearance plan when we just signed one and sent the funds that was stated in plan

It depends on what your agreement says. When you are conducting negotiations to create a forebearance plan be sure to put everything in writing and be clear on both sides what the terms are FIRST.

Before you send them any money. Might be a good idea to have your correspondence via certified mail, too.
