easement
I just split a piece of property. How do I get access and utility easement for the new parcel?

What do you mean, "split"? Did you subdivide or short plat the property?
If the new parcel is now landlocked you can have an easement by prescription or you can write an easement. You probably want to start with the building and planning division of your municipality or county.
