Can a HOA collect more thgan 6 months back dues if the unit is sold in foreclosure, in the state of Washington

They can certainly try. You are responsible for them, but the question that the HOA must look at is what are their chances of collecting from someone who was just foreclosed on? You should consult a local bankruptcy attorney.
