how do you qualify to file for a homestead

The land claim homestead act is over - you can't do that any more. Except, perhaps in Alaska.

If you mean that you want to claim your homestead exemption for a garnishment, the forms are at courts.wa.gov.

Best to talk to a debtor's attorney, even for a quick consultation.
