My landlord served me with eviction papers that were not filed in court. Do I still have to pay the attorney's fees he asked for?

You don't have to do anything based on papers given to you that are ordered by a court or similar circumstance. Nevertheless, agreement may be the better practice here.

Typically, attorneys that represent landlords attempt to save the landlord the filing fee and present to the tenants the eviction, demand letter, and the pleadings that will be filed. But it isn't necessary to actually file the pleadings right away. If you require that judicial process be commenced (to stick it to them) there is obviously a much higher likelihood that costs go up, and that you may be responsible for those costs.
