notary legality
A former contractor [I fired him] for my business filed a malicious lien against the development. The document was stamped by a notary, but never completed, including her name &/or signature. Is the document legal?

Liens are filed against real property, (which could be owned by your development) not against businesses directly.
Improperly filed liens are subject to removal and attorney fees and costs incurred for the necessity created.
The improppriety of the lien could be procedural or substantive.
If the notary did not do her job that's a separate claim against the notary's bond.
